POSITION: EMS BILLING CLERK/EMT

REPORTS TO: FIRE CHIEF
SHIFT: REGULAR – 40 HOURS PER WEEK
SALARY: MINIMUM $28,038.40 – MAXIMUM $36,587.20 (Salary is dependent on experience)
GENERAL DESCRIPTION:
Under the supervision of the Portales Fire Department Administrative Assistant/Billing Supervisor, the EMS Billing Clerk/EMT is responsible for all accounting procedures associated with ambulance billing, filing, completing monthly/annual reports, insurance, and reimbursement. The Billing Clerk will coordinate with the City Finance Director to assure compliance with generally accepted accounting principles as issued by the financial Accounting Standards Board. The Administrative Assistant provides administrative and clerical support to the Fire Chief and Fire administration. Responsibilities include performing tasks such as typing, filing, maintaining records, completing reports, answering phones and interacting with customers on a daily basis.

Reporting to the Shift Battalion Chief and working with a team, this position shall actively perform public relations, emergency medical activities, rescue and special service, apparatus operation, on-going training, record keeping, under the supervision of an officer. Work involves an element of personal danger requiring the ability to exercise independent judgment in meeting numerous and varied emergency situations.

- Generate account information from service run reports.
- Maximize the dollar amount collected on accounts receivable.
- Bill all active accounts on a monthly basis.
- File insurance claims on behalf of patients when provided with insurance information.
- Track all active accounts to determine the need for other collection efforts and write-off requirements.
- Generate reports as required by auditors, by the City Finance Director, and for other purposes as required.
- Protect all confidential patient information.
- Stay current on all reimbursement issues and advise the Fire Chief of changes.
- File patient records as required by local, state and federal mandates.
- Process state forestry reimbursement requests.
- Purchase office supplies.
- Develop and maintain computer systems associated with billing.
- Greet the public, answer the telephone, and direct all inquiries to the appropriate personnel.
- Other clerical or administrative tasks requested by the Supervisor or Fire Chief.
- Generate all workers’ compensation paperwork for EMT and Firefighters on the job.
If EMT Certified
- Deliver emergency medical care at the scene of various accidents and medical emergencies, transferring victims to hospital as necessary.
- Drive emergency vehicles (ambulances and auxiliary) to sites and medical equipment, depending on the emergency.
- Prepare reports as may be required.
- Maintain a high level of personal proficiency.
KNOWLEDGE, EXPERIENCE, AND SKILLS:
- High school diploma or GED required.
- Should be familiar with general and clerical office routines, such as typing and filing.
- Needs dexterity, speed, and accuracy in handling job tasks.
- Good, accurate arithmetic skills and the ability to follow through on work assignments.
- Ability to establish and maintain effective working relationships with co-workers, employees, and other department personnel.
- Knowledge and experience in computer operations. Intermediate level skills with MS Office, Word, Excel and Power Point. Experience with medical billing software preferred.
- Medical billing certification is preferred.
- New Mexico EMT License is preferred.
WORK ENVIRONMENT:
- Work is performed in a standard office and public Fire Department environment.
- Ability to work efficiently and accurately in an atmosphere of frequent interruptions.
- Noise level could be low to moderate in the office work environment.
- If EMT Certified the work environment is dependent on the call for service and the candidate will be expected to perform at the same level as any EMT at the same level.
PHYSICAL REQUIREMENTS:
- Ability to lift up to twenty-five (25) pounds occasionally, from ground to waist level, or from ground to shoulder level.
- Ability to sit for up to four (4) hours at one time, and up to eight (8) hours total per day, with opportunities to change positions.
- Ability to stand and walk adequate distances.
- Ability to crouch and/or kneel.
- Ability to bend at the waist and twist or rotate if necessary.
- Ability to work with arms bent for up to (4) four hours at a time, and up to eight (8) hours total per day.
- Ability to grasp and manipulate such items as paperwork, telephone, writing utensils, and other items used throughout the workday.
- Ability to coordinate use of hands and eyes in operation of various office equipment.
- While performing the duties of this job the employee is frequently required to talk or hear.
- If EMT Certified the physical requirements of the candidate will be to perform at the same level as any EMT at the same level.

TRAVEL REQUIREMENTS:
- Limited travel – ability to travel for meetings and training may be required.
- Overnight travel may be required.
PRE-EMPLOYMENT REQUIREMENTS:
- Must pass a background investigation including work history, criminal records, driving records and other records deemed necessary.
- Must pass a post-offer pre-employment drug screen administered by a City-designated facility, if EMT Certified.
- Must have a credit report of 700 or better to be able to access Medicare portals.
CONDITIONS OF CONTINUED EMPLOYMENT:
- Candidates must have and maintain a satisfactory driving record and insurability in accordance with the City’s insurance carrier.
- Employees must maintain a source of communications for off duty work related communications.
- Obtain a New Mexico Class E Driver License
- Obtain DOT Physical, when trained to drive Ambulances.
- Random drug and alcohol testing is a condition of employment and will be tested under the authority of the NMPRC / FMCSA, when trained to drive Ambulances.
